NORBIC is largely funded by government grants for the U.S. Small Business Administration (SBA), the U.S. Department of Defense, the U.S. DOL (federal workforce funding), the Illinois Department of Commerce and Economic Opportunity (DCEO, DuPage County and the City of Chicago. All SBA programs are extended to the public on a nondiscriminatory basis. The SBA and Department of Defense funding requires that NORBIC raise a 75% cash match for every dollar they fund. Matching funds are provided through memberships, sponsorships, fundraising events, non-federal grant funding as well as donations and foundations. This government funding provides support for free and low cost technical and professional services and grant programs.
